This seminar came at a time when both Primary and Secondary Care sectors were facing significant changes that were destined to impact on the delivery of medicines management.
In Primary Care the restructuring of PCTs, the development of Practice Based Commissioning and the implementation of the Community Pharmacy Contract stretched the energies and resources of pharmacists. Add to this the issues emanating from the nGMS in relation to such matters as Out of Hours Services and it became eminently clear that pharmacy was embarking on a new journey of opportunity and change.
In Secondary Care the new PBR (payment by results) system was in its infancy. Pharmacists have traditionally and historically shown skills in change management and adapt to meet the challenges of the local healthcare economy - these changing times meant these traditions and history would need to come forward once again.
Interface issues between Hospitals and PCOs looked to increase the area of Prescribing policy and research by Pharmacy Management showed a significant trend in creation of joint Prescribing bodies whose remit was to pull together policies for medicines between Secondary and Primary Care. One of the key drivers for this had been the need to formalise drug policies for the clinical domains of nGMS.
A wide ranging seminar was put together after advice from hospital pharmacists and PCT prescribing advisers. Speakers, wherever possible, gave examples of best practice and identified the key issues for the profession.
